Services to In-School Youth Invitation to Negotiate

Meeting the requirements of the Workforce Innovation and Opportunity Act

CareerSource Chipola (CSC) seeks to implement an in-school youth program in Calhoun, Holmes, Jackson, Liberty and Washington counties meeting the requirements of the Workforce Innovation and Opportunity Act (WIOA). CSC is particularly interested in programs that expose in-school youth between 14 and 21 years of age at the time of enrollment to promising career opportunities within the region and surrounding areas that offer an opportunity for self-sufficient wages and upward mobility. 

Questions & Answers

Q: Do organizations have to submit proposals that serve all the counties listed or can an organization propose to serve one or more counties?

A: All counties must be served. An organization may join with others to serve the entire region in a joint application. As outlined in the ITN, services for each county may be different. 

Q: Please supply examples of certifications that would satisfy the Guaranteed Outcomes section of the Rating Criteria. 

A: Examples include: Digital Literacy, Microsoft Office programs, or any industry recognized certification. 

Q: Is Information Technology (internet, web development, programming) one of the interest areas?

A: The Workforce Innovation and Opportunity Act (WIOA) does not specifically include Information Technology as one of the 14 required elements but it could be included as a component of one of the listed elements. 

Q: Do students have access to current programs within the schools? If so, which ones? 

A: The Local Workforce Development Area serves five counties that include more than 15 middle/high schools and each operates independently under the direction of the Florida Department of Education. It is unknown which schools offer specific programs.

Q: Is virtual delivery for In School programs allowed or preferred (virtual allows us to lower costs of using physical instructors). 

A: The ITN does not specifically indicate a preference. The ITN does indicate paid or unpaid work experiences may be provided at an actual work site or as part of an approved virtual experience. CSC is especially interested in programs that expose in-school youth to promising career opportunities within the region and surrounding areas that offer an opportunity for self-sufficient wages and upward mobility. 

Q: How many schools/classes might participate in the program and would they be combined or separate classes?

A: It is unknown how many schools/classes may participate in the program and/or whether they will be combined or separate. However, the proposer is required to provide services in all five counties served by CSC.
